You hear a fog signal forward of the beam. The target is detected very close (under 2 NM) on a steady bearing. Rule 19(e): when close-quarters cannot be avoided by altering course alone, REDUCE speed to the minimum at which the vessel can be kept on course ( 3 kn in this sim tap DEAD SLOW for 2 kn, or use REV in 5% steps; EMERG ASTERN is available if you must take all way off). Combine with a small course alteration if needed.

Key teaching points

  • Rule 19(e): when close-quarters cannot be avoided by course alteration alone, REDUCE speed to the minimum at which the vessel can be kept on course.
  • In extremis: take all way off (engine astern or full stop).
  • Combine with the smallest course alteration that helps — Rule 19 prefers SPEED reduction over hard turns in close quarters.
  • Sound the fog signal continuously and listen for the other vessel's signal — bearing of the sound gives you a non-radar cue.

Common mistakes to avoid

  • Maintaining safe-speed but not reducing further when close-quarters geometry develops — Rule 19(e) explicitly demands more.
  • Hard turn at the very last moment instead of slowing — at close range, you lose the time you need for the turn to take effect.

Why it matters

Rule 19(e) is the rule of last resort in fog — when close-quarters cannot be avoided by course alteration alone, you must slow down. Watchkeepers who skip this rule have either committed too early to a heading change or have ignored speed as a tool.
